Special Children, Inc. is the Fiscal Agent for Child & Family Connections 21. Child & Family Connections 21 is part of a state wide system that was started in 1997 and is the System Point of Entry for infants/toddlers who reside in Madison, Monroe, Randolph, and St. Clair counties. Infants/toddlers are referred who may be suspected of having a developmental delay and are evaluated and linked to needed services. Child & Family Connections 21 is exclusively funded by the State of Illinois and can be reached by calling (618) 257-0445.
